Property Valuation in Ukraine: Why You Need It, How It Works and What It Costs
How much is your apartment really worth? There are several answers: the asking price, the actual sale price, the appraised value for tax purposes and the value a bank assigns as collateral. Understanding the difference helps you set a sale price, pay taxes correctly and avoid overpaying when buying. This article explains how professional valuation works in Ukraine and how to estimate a home's value yourself.
Legal Framework
Professional valuation is governed by the Law of Ukraine on Valuation of Property, Property Rights and Professional Valuation Activity. The methodology is set by national valuation standards, in particular National Standard No. 2 "Valuation of Real Estate". Valuation activity is regulated by the State Property Fund of Ukraine, which keeps the registers of appraisers and the Unified Database of Valuation Reports.
When Valuation Is Mandatory
- Selling property. To set the tax base for income tax, military levy and duty. Taxes are calculated on the higher of the contract price and the appraised value (Article 172 of the Tax Code). More in property sale and purchase taxes.
- Inheritance and gifts. The valuation sets the tax base if the heir or recipient isn't a first-degree family member. See inheritance and gifting of real estate.
- Mortgages. The bank orders a valuation from an accredited appraiser to determine the collateral value. See getting a mortgage in Ukraine and eOselia.
- Court disputes — division of marital property, inheritance disputes, debt recovery.
- Insurance and compensation — determining the insurance payout or damages.
Types of Value
Market Value
The most probable price at which a property could be sold on the valuation date between knowledgeable, willing and independent parties without compulsion. This is what an appraiser determines in most cases.
Appraised Value for the Notary
For tax purposes, the notary uses the value in a registered valuation report. The report must be registered in the State Property Fund's Unified Database, and the system checks it against market data. If the value deviates significantly from typical values for similar properties, the report may be rejected.
Liquidation Value
The price at which a property can be sold quickly — usually below market. Used by banks and in bankruptcy proceedings.
Investment Value
The value for a specific investor given their goals — for example, expected rental yield. It may be higher or lower than market value.
Valuation Methods
Under the national standards, appraisers use three approaches:
- Comparative (market). The property is compared with similar ones sold or offered on the market, adjusted for differences: area, floor, condition, location. For apartments this is the main method.
- Income. Value is based on the income the property can generate, for example from rent. Used for commercial property and investment apartments.
- Cost. Value equals the cost of building a similar property minus depreciation, plus the land value. Used for private houses and unique properties with few comparables.
The final value is often a weighted combination of several approaches.
How a Valuation Works
- Order. You sign a contract with a licensed valuation firm or individual entrepreneur holding a State Property Fund certificate.
- Documents. You provide copies of title documents, the technical passport and the owner's passport.
- Inspection. The appraiser inspects the apartment or house, takes photos and records its condition.
- Calculation. They analyze the market, select comparables and apply valuation methods.
- Report. They prepare a valuation report and, if needed for the deal, register it in the State Property Fund database.
- Use. The notary checks the report in the database during the deal.
A report has a limited validity period, so order it close to the deal date.
How to Choose an Appraiser
- Check the certificate of the valuation firm in the State Property Fund register.
- For a mortgage, choose an appraiser from your bank's accredited list.
- Ask about timing and cost — simple apartment valuations usually take 1–3 days.
- Avoid offers to "value it as needed": a deliberately understated valuation breaks the law and puts you at risk.
What Affects an Apartment's Value
Location
District, distance to the center, proximity to the metro, parks, schools and commercial infrastructure. Compare popular Kyiv districts in top 5 Kyiv districts.
The Building
- year built and type (brick, panel, monolithic);
- condition of the facade, entrance, elevators and roof;
- shelter, parking, generator;
- energy efficiency and heating type.
The Apartment
- area and layout;
- floor — ground and top floors are usually cheaper;
- condition and quality of materials;
- view, orientation, daylight;
- legalized or unauthorized redevelopment.
Legal Status
Encumbrances, disputes and a complicated ownership history reduce value and liquidity.
Market Conditions
Supply and demand, the security situation in the region, mortgage availability and exchange rates.
How to Estimate an Apartment's Value Yourself
A professional valuation is needed for the deal, but to set an asking price or assess a seller's offer, your own analysis is enough:
- Find 10–20 comparables in your district on portals — DOM.RIA, LUN and our catalog.
- Filter by building type, area, floor and condition.
- Calculate the average price per square meter.
- Adjust for your apartment's features: +5–10% for quality renovation, −5–10% for the ground floor, −10–20% if a major renovation is needed.
- Subtract 3–10% — the gap between asking and actual sale prices.
- Compare with the appraiser's result and the opinion of several agents.
A Comparative Calculation Example
Suppose you're valuing a two-room 56 m² apartment on the fifth floor of a 1980s brick building with a five-year-old renovation. You found five comparables in the same district:
- comparable 1 — 54 m², 3rd floor, similar renovation: UAH 1,890,000 (UAH 35,000/m²);
- comparable 2 — 58 m², 9th floor, fresh renovation: UAH 2,146,000 (UAH 37,000/m²);
- comparable 3 — 55 m², 1st floor, no renovation: UAH 1,595,000 (UAH 29,000/m²);
- comparable 4 — 57 m², 4th floor, similar renovation: UAH 2,052,000 (UAH 36,000/m²);
- comparable 5 — 56 m², 7th floor, similar renovation: UAH 1,960,000 (UAH 35,000/m²).
Comparable 3 differs most, so it's either excluded or heavily adjusted (+10% for floor, +12% for renovation). Comparable 2 is adjusted downward for its fresher renovation. After adjustments the average is about UAH 35,300/m², and the estimated value of your apartment is 56 × 35,300 ≈ UAH 1,977,000. Subtract 3–5% for negotiation and you get a realistic sale price of about UAH 1.88–1.92 million.
The figures are illustrative to show the method — use current market data for your own apartment.
Valuing a House and Land Plot
Valuing a private house is harder than an apartment: there are fewer comparables, and the value includes the house, outbuildings and land. The appraiser considers wall material, area, year built, utilities (gas, water, sewerage, electrical capacity), roof condition, and the purpose, area and location of the plot. For land, the normative monetary valuation set by the community may also be needed. More in buying a country house and buying a land plot.
Valuation When Buying: How Not to Overpay
Buyers benefit from ordering an independent valuation before the deal, especially for expensive properties. The report helps you:
- negotiate with arguments;
- assess whether the seller's price is realistic;
- predict whether the bank will approve the needed loan amount;
- spot technical problems that affect value.
Along with the valuation, always do a legal check — see how to check an apartment before buying.
How to Increase Value Before a Valuation or Sale
- Legalize any redevelopment.
- Do a cosmetic refresh — see DIY cosmetic renovation.
- Prepare all documents for the apartment.
- Fix signs of damp and small faults.
- Highlight advantages: autonomous heating, a shelter, new windows, energy efficiency.
Common Mistakes
- Confusing the asking price with market value.
- Ordering a valuation long before the deal — the report may expire.
- Trying to understate the appraised value — the report won't pass the State Property Fund check, and the risks are yours.
- Ignoring differences between your property and the comparables.
Frequently Asked Questions
How much does an apartment valuation cost? It depends on the city, area and purpose. For a typical apartment, from a few thousand hryvnias. Valuations for banks or courts cost more because of report requirements.
Can one report be used for several purposes? Sometimes, but banks usually require a valuation by their own accredited appraiser.
Why does the tax valuation differ from the sale price? The appraiser determines market value from comparables, while the sale price results from your negotiations. Tax is calculated on the higher amount.
Who pays for the valuation? Usually whoever needs it: for taxes — the seller, for a mortgage — the borrower.
Does the war affect valuations? Yes. Appraisers consider the security situation in the region, damage to the building and market demand, so the value of similar apartments in different cities can differ significantly.
Conclusion
A property valuation isn't a formality for the notary but a tool for setting a fair price, paying taxes correctly and getting a loan.
